Summary
Governance on Beaver Island is distributed rather than unitary. St. James and Peaine townships coordinate public services and planning, while county and state bodies shape roads, aviation, land, and other systems. The record shows recurring joint action but does not prove that every proposal, hearing, or plan became law.

The reported 1953 Civic Club-to-Association formation reaches further back than anything else held here. Its stated purpose included organizing around medical access, but the sole account is retrospective and does not replace the missing charter or meeting records. How to read the minutes series
Six of these bodies have now been written from their own approved minutes, and the reading of the series follows a few rules that are not obvious from any single document.
Neither township can bind the other, so an island-wide act appears twice. St. James and Peaine meet jointly, but each still moves, seconds and roll-calls its own motion in its own name. The May 2025 broadband bridge loans to the Beaver Island Association were $21,500 from each township, passed as two identical motions; so was the $500 annual membership that accompanied them. A reader who consults one board’s minutes sees half the money and half the decision.
The shared bodies are separate legal persons, not committees. St. James’s own agendas list five of them together — the airport commission, the Emergency Services Authority, the Rural Health Center, telecommunications and waste management — as “Island Committee Updates” the board receives, and elsewhere as “Liaison Areas”. The Transportation Authority is likewise a public authority under state law, not a township office. The townships appoint to these bodies and hear from them; they do not run them.
Seats are of more than one kind. Peaine’s ESA motions distinguish a township board representative from ordinary board members, and it seats both. Terms differ too: three years on the Transportation Authority, one year for a planning commission’s officers under the Planning Enabling Act, with Peaine’s planning commission minuting each member’s expiry date beside the name.
The same people staff several bodies. One member may sit as a township officer, on a planning commission, and as that township’s representative to a joint authority at the same time. This is unremarkable on an island of a few hundred year-round residents, but it means the count of seats is much larger than the count of people, and an account that adds up memberships without noticing the overlap will describe a civic apparatus far broader than the one that exists.
Two documents can describe the same meeting and disagree in status. The series holds agendas, notices, draft minutes and approved minutes together — of 89 held Peaine board documents, 29 are drafts the board had not yet approved. Where a fact matters, the approved version is the record. And a noticed hearing is not a hearing: one Peaine file contains both a public-hearing notice and its cancellation.
A posting window is not a history. These series come from the townships’ current websites, and they begin where the site’s document centre begins — 2025 for the Peaine board, 2017 for the St. James planning commission — not where the body began. Peaine Township was organised in 1847.
History
Manitou County came first. Writing in 1912, a county-name history reports that petitions asked the legislature to detach the Beaver and Fox islands from Emmet County; that the committee to which the matter went found “a feeling of deep distrust and repugnance approaching warlike hostility … between different classes of people inhabiting the islands and the mainland”; and that the new county, reported by the committee as Beaver County, “was, upon motion of Strang himself, changed to Manitou”. The same account says the county was disorganized in 1895, putting the Manitou and Fox islands into Leelanau County and the Beaver Islands into Charlevoix County.1 It is a retrospective summary, not the underlying statute, and it does not establish a township boundary. That county reassignment and the later, contested township-arrangement clipping are separate events and should not be run together.
The contested 1896 consolidation story is retained as a later clipping, not as settled legal history. The 1972 Beaver Island zoning study and hearings, 1972 record establishes a study and announced hearings, not adoption. The 1973 Joint St. James and Peaine Township appointments, 1973 notice documents reported appointments across shared services, not terms, pay, or performance.
Planning, zoning and land use since 2004
The 2023 Master Plan records a joint planning process and policy direction for both townships. It is evidence of planning and public input. It does not enact zoning or demonstrate implementation, and no recommendation in it counts as carried out until it can be tied to a specific ordinance, resolution, budget, or completed project.
Peaine’s separately adopted 2024–2028 Parks and Recreation Plan is a related but distinct five-year planning instrument. Its action program and capital schedule identify potential work, not funding, acquisition, construction, or completion; see Peaine Township Five-Year Parks and Recreation Plan, 2024–2028 and Peaine Township Parks and Recreation Plan adoption, 2024.
The held joint zoning-ordinance snapshot provides a different kind of record: it identifies Peaine Township Ordinance No. 18 and St. James Township Ordinance No. 24, adopted in April 2004, and describes an amendment procedure. It is evidence that this version was adopted, not evidence that it remains the current consolidated text or that any provision has been applied to a particular parcel.
The June 19, 2024 St. James board minutes provide dated status reporting rather than final project evidence: they report housing, recycling, airport, marina, and bike-path work, and describe a rezoning request’s review path. The minutes do not establish a completed project, the final legal outcome of that request, or a current land-use status.
The approved June 2025 minutes also record St. James’s appointment of a Township representative to the Beaver Island Rural Health Center Board. This documents that particular representative action, not the Center’s full governance, funding, service capacity, or the legal effect of an appointment beyond the recorded meeting; see St. James Rural Health Center board appointment, 2025.
The County Planning Department’s May 30, 2024 packet supplies the otherwise missing parcel-level link for that review: it identifies PIN 013-223-001-90, records the County Planning Commission’s unanimous decision not to support the proposed R-1-to-Harbor change, and explains the alternatives considered. The packet evidences the County review, not a later Township decision, amendment, or present zoning. See Charlevoix County review of Adrian-Rogers rezoning request, 2024.
The subsequent conditional-rezoning record is more limited than it can first appear: the St. James Planning Commission conditionally approved an art-gallery use and later removed a restroom condition, while the County Commission’s February 2025 action was to send its staff report to St. James for consideration. Neither record is a final township-board ordinance or evidence of present zoning. See St. James conditional rezoning review for art-gallery use, 2024–2025.
The same County packet records a St. James Planning Commission action on a proposed reduction in the R-2 minimum first-floor area from 600 to 400 square feet, with stated exceptions. That is a meaningful connection to the Plan’s tiny-home action, but it remains distinct from final enactment or housing delivery. Shared services and infrastructure
Airport governance supplies a separate infrastructure anchor: an August 2023 St. James resolution authorizes the named MDOT Runway 27 obstruction marking/lighting/removal contract with Peaine participation. It is not a record of executed or completed work. See St. James authorization of MDOT Runway 27 contract, 2023.
Waste-management funding is also now grounded in a Board record. In September 2024, Peaine accepted stated EGLE recycling-infrastructure and home-composting pilot grants for the Transfer Station. The action establishes grant acceptance, not delivery or facility-performance outcomes. See Peaine transfer-station recycling and composting grants, 2024.
The held joint zoning-ordinance RFP creates a separate implementation trail: it calls for codification, map updates, legal revision, public review, and eventual Board adoption under Master-Plan guidance. Its stated budget and scope establish a solicitation, not an award, enacted ordinance, effective map, or current zoning rule.
St. James separately enacted a 2023 critical-dune amendment with variance-report and restoration provisions. That establishes a specific enacted land-use amendment, not a current consolidated ordinance, parcel-level application, or enforcement outcome. Peaine’s 2017 codification separately consolidates its 2004 ordinance and subsequently enacted amendments, while expressly disclaiming authority over St. James zoning. It gives a dated Peaine text, not a combined current map or property-level ruling. See Peaine codified zoning ordinance adoption, 2017.
Peaine’s April 9, 2024 minutes record airport and waste-management budget amendments. That is fiscal-action evidence, but it does not establish the Master Plan’s recommended capital-improvement plan, an appropriation for a specific Plan recommendation, expenditure, or project completion.
The St. James Planning Commission’s 2023 annual report records joint approval of the Master Plan on November 17, 2023, as well as a zoning-ordinance committee and an amendment resolution. It is not the underlying township-board adoption instrument, amendment text, effective date, or evidence that a Plan recommendation was completed.
The underlying Peaine Planning Commission resolution records its September 6, 2023 adoption of the Master Plan and Future Land Use Map. The resolution establishes that Commission action, not a St. James action, a later board action, a zoning amendment, funding, or completion of any individual Plan recommendation.
Open questions
- Where do the minutes begin? Both series start where each township’s website document centre starts — 2025 for the Peaine board, 2017 for the St. James planning commission. Peaine Township was organised in 1847, and nothing between those dates is held. Township clerks’ bound minute books would close the gap.
- What is the current consolidated zoning text? A 2004 joint ordinance, a 2017 Peaine codification, a 2023 St. James critical-dune amendment and a later solicitation for recodification are all held; which text and which map are in force today is not established by any of them.
- Which Master Plan recommendations were carried out? No recommendation counts as implemented until it can be tied to a named ordinance, resolution, budget line or completed project, and that tie has not been made for any of them here.
- Was there a township consolidation in 1896? The only account is a later clipping. A session law, a county board record or a Secretary of State filing would settle it.
- Who sits on what? The shared authorities are separate legal persons whose membership overlaps heavily with the township boards. No roster spanning the bodies and years has been compiled, and adding up seats from separate minutes would overcount the people involved.
