Summary

Two independently retrieved geospatial layers and the 2023 Beaver Island Master Plan’s own tax-class table agree on the broad shape of who holds Beaver Island: roughly a third of the Island is state-managed land, chiefly Michigan DNR Wildlife Division parcels, and the Master Plan’s zoning chapter puts the matching Public Lands and Facilities District at 36.3% of the Island — a close, independently derived match. Smaller but documented holdings belong to the Little Traverse Bay Bands of Odawa Indians and Grand Traverse Band (about 115 acres, including Paradise Bay docks), Central Michigan University (about 478 acres), and the Little Traverse Conservancy, whose own reported acreage varies between two held sources (483 versus 737 acres). The remainder is private, much of it platted into named mid-to-late-20th-century shoreline subdivisions — chiefly the Port of St. James subdivision, whose association also owns 175 acres at Mt. Pisgah beyond its roughly 1,000 residential lots — and a mailing-address check of the county’s own parcel records shows nearly a quarter of Island parcels billed to an out-of-state address.

Zoning has been administered separately by St. James and Peaine Townships since a first study in 1972, with Agricultural the largest single district (45%) and residential districts covering only about 10% combined; individual rezoning requests, such as a contested 2024-2025 art-gallery rezoning in St. James, remain a source of local dispute. The Island’s housing stock is demographically documented in Demography; what this article adds is the property-and-policy record: a 2023 commissioned Housing Market Analysis found just 30% of housing units occupied by permanent residents and concluded that availability, not price, is the central problem, and the Master Plan’s Action Plan responded with a list of non-binding ideas — of which only a 2024-2025 reduction in St. James’s R-2 minimum floor area, meant to permit tiny homes, is documented as having reached an actual zoning change.

Public and conservation acquisition runs alongside this private pattern: a 1984 joint-township vote purchased public beach frontage at Iron Ore Bay after years of private subdivision nearby, and in 1991 two Port St. James lot owners donated their lots to the Little Traverse Conservancy — evidence that the same subdivision economy that produced the seasonal-housing problem has also, on occasion, produced its conservation counterweight.

Who holds the land

Both the 2023 Beaver Island Master Plan and two independently retrieved geospatial layers agree on the shape of the answer, even where they disagree on the exact figure: a substantial share of Beaver Island is public, tribal, or institutionally held, and most of the remainder is privately owned, much of it as seasonal property.

The Master Plan’s Table 4.1, sourced to the Charlevoix County Tax Assessor, classes the whole archipelago’s parceled land by tax code: 41.9% residential, 23.4% tax exempt (government, tribal, educational, non-profit and religious land), 21.9% outer islands (tallied together rather than broken out), 9.3% agricultural, and under 1% each commercial and industrial. The Plan cautions that a tax class describes an entire parcel’s assessed category, not how each acre within it is actually used.

A parcel-level check, computed for this article by intersecting the Michigan DNR’s own parcel layer against Beaver Island’s mapped outline, finds 364 DNR parcels on the Island proper, administered by the Wildlife Division (361 parcels) and the Forest Resources Division (3 parcels), totaling 12,492 acres — about 50.6 km2, roughly a third of the Island’s 150.96 km2. A second, separately retrieved federal layer, the Protected Areas Database (PAD-US), maps a “Beaver Islands State Wildlife Research Area” designation covering about 55 km2 of the Island when clipped to its outline — approximately 36% of the Island’s area, matching the Master Plan’s own statement, in its zoning chapter, that “36.3% of Beaver Island’s land is zoned” Public Lands and Facilities. The Plan describes this state land as scattered rather than contiguous, particularly on the Island’s west side, and notes that DNR’s land-consolidation strategy could allow future sales of non-contiguous parcels.

Institutional and tribal holdings sit alongside the state’s. The Plan reports that the Little Traverse Bay Bands of Odawa Indians and the Grand Traverse Band together own approximately 115 acres of non-trust land on the Island, including tribal docks in Paradise Bay, tied to hunting, fishing and reservation rights the Plan traces to the 1836 Treaty of Washington; the treaty’s specific effect on the archipelago is examined in Anishinaabe presence in the archipelago, which this article does not duplicate. Central Michigan University owns approximately 478 acres, including the Miller’s Marsh Research Area, its Biological Station and Campground, and its Boat House. The Little Traverse Conservancy (LTC) appears twice in the held record with two different totals: the Master Plan names seven public preserves — Barney’s Lake, Little Sand Bay, Conn’s Cove, Karl J. Erber, Stanhope Family, Sarah A. Martin, and George and Althea Petritz — totaling approximately 483 acres, while the independently retrieved PAD-US layer maps nine LTC-attributed records on the Island totaling 737 acres by its own acreage field, an overlapping but not identical list. Neither figure is adjudicated here; both are reported, and the precise LTC total is recorded here as contested.

The remaining land is overwhelmingly private, and one directly observable administrative pattern is consistent with a largely seasonal ownership base: of 3,757 island parcel rows in the county’s public parcel snapshot (retrieved August 1, 2026), 2,791 carry a Michigan mailing address and 879 an out-of-state address, with 87 blank — a mailing-address distribution, not a residency record, but one that does not contradict the seasonal-property pattern documented below.

Subdivision and shoreline development

Beaver Island’s private land includes several named, mid-to-late-20th-century residential subdivisions, most platted along the shoreline. The largest documented is the Port of St. James subdivision, which its Association describes as a late-1960s development of slightly more than 1,000 summer-residential properties with shared beaches, a pavilion, a campground, trails, and protective covenants; no surveyed subdivision boundary has been located. The Association is also a substantial landholder beyond its residential lots: the Peaine Township 2024-2028 Recreation Plan records it owning 175 acres at Mt. Pisgah, the Island’s highest dune, and the Font Lake Boat Launch on Donegal Bay Road, both open to public recreational use. Smaller named subdivisions survive in county parcel and tax records without a published plat: the Buff-Kett subdivision, attested in county parcel labels and a 1995 Charlevoix Courier tax-roll publication, and the Pebble Beach subdivision on the Island’s east side, associated in a 2024 Northern Islander profile with developer Fred Annand.

The Master Plan’s own 1978-to-2010 land-use comparison, drawn from Michigan Geographic Data Library and Little Traverse Bay Bands of Odawa Indians aerial-imagery analyses, records built-up land roughly doubling on the Island, from about 900 acres (2.4% of the Island) in 1978 to about 1,800 acres (4.8%) in 2010, with new shoreline residential development concentrated in Peaine Township. Even after that growth, the Plan’s detailed 2010 figures show the Island still overwhelmingly forested — 54.7% upland forest and 23.3% lowland forest — with single-family residential use accounting for only 3.3% of the land area (1,247 acres). Charlevoix County’s own building-permit record, reported in the Plan, shows 58 new-home permits issued on the Island across 2010-2021, alongside a larger and rising number of permits for secondary buildings and renovations.

Zoning and its administration

Zoning first came to the Island in 1972: the 1972 zoning study and hearings began with a public hearing on February 29, with completion hoped for by the end of that summer, though the held record does not carry the adopted ordinance. St. James and Peaine Townships have administered zoning separately since, coordinating through a Joint Planning Commission; the institutional history of that coordination — appointments, ordinance adoptions, and the 2023 Master Plan’s own approval process — belongs to Island civic governance and public institutions and is not repeated here. Peaine’s 2017 codification restates its 2004 ordinance and subsequent amendments while explicitly disclaiming authority over St. James’s zoning. That disclaimer records that the Island has never had one consolidated zoning code.

The 2023 Master Plan’s zoning chapter gives the current district shares: Agricultural is the largest at 45% of the Island, followed by the Public Lands and Facilities District at 36.3% (discussed above). Residential districts cover comparatively little land — 5.5% zoned R-1 and 4.6% R-2, concentrated along the shoreline and around Font Lake — with no land currently zoned in the higher-density R-3 or R-4 districts. Commercial and industrial zoning is smaller still: about 7 acres C-1 (Resort Commercial), 147 acres C-2 (General Commercial, concentrated at the “Four Corners” intersection of Barney Lake Road and King’s Highway), 12 acres Industrial, 12 acres Marine-Related, and 321 acres Harbor District around downtown St. James. A separate Critical Dune District covers about 3% of the Island along the northwest shoreline, consistent with the State of Michigan’s Critical Dune Program.

Individual rezoning requests have produced documented disputes. The 2024-2025 Adrian-Rogers rezoning sought to change one St. James parcel from R-1 to Harbor for an art-gallery use; the Charlevoix County Planning Commission unanimously declined to support an earlier version of the request in May 2024, after which the St. James Planning Commission conditionally approved a revised version, later amending its conditions. Neither action in the held record is a final township-board zoning enactment. A longer-running dispute attaches to shoreline access itself: after the 1984 purchase described below, high water in 1986 washed out the two-track road along Iron Ore Bay, and the two townships’ 1987 decision to relocate it onto a wider easement was challenged in a lawsuit, still being argued as of November 1990, by a citizen group calling itself “People for the Protection and Preservation of Beaver Island Lakeshore Roads.” The developer of the bay’s eastern half, Edward B. Wojan, published a public letter in 1991 defending the relocation and stating he had transferred 21.1 acres and 574 feet of beach frontage to the two townships below his own cost — one interested party’s account, not a court record.

The seasonal-housing problem and the policy response

The Island’s dwelling stock and its occupancy rates over time are a demographic measurement question addressed in full in Demography, which this article does not repeat. What belongs here is the property-and-policy side: how that imbalance has been studied and what zoning and planning bodies have proposed or done about it.

The 2023 Housing Market Analysis, commissioned by the Beaver Island Community Development Corporation and Northern Homes CDC with Charlevoix County Community Foundation funding, is explicit that it examines demand only for permanent residents and excludes second and vacation homes from its scope. Using the 2017-2021 American Community Survey, it reports 994 total housing units on the Island, 301 (30.3%) occupied, and 670 (67.4%) used seasonally or recreationally, and concludes — in its own words — that availability, not affordability, “is the most striking issue,” because a survey of interested respondents found most Island residents seeking housing had annual incomes at or above $75,000, and 70% preferred single-family homeownership over rental. As a commissioned study written to build a case for development, its recommendations are attributed here rather than adopted as settled fact: it proposed an approximately 4-to-6-unit duplex-style rental development, at least 1,000 square feet per unit, priced around $1,200-$1,400 per month.

The Master Plan’s own Action Plan, in its housing chapter, lists a series of non-binding ideas rather than commitments: broadening the Beaver Island Community Development Corporation’s affordable-housing role, developing a housing taskforce, lowering minimum building sizes to permit tiny-home development, designating land for micro-housing near existing infrastructure, and exploring a community land trust. Some of this has moved toward implementation. St. James’s Planning Commission recommended incorporating the Housing Market Analysis as a Master Plan addendum in February 2024, and a housing taskforce was reported active that January. Concretely, St. James’s R-2 minimum-floor-area action reduced the district’s minimum floor area from 600 to 400 square feet, reported adopted with critical-dune and waterfront exceptions per the Planning Commission’s 2025 annual report — the one documented instance in the held record of the Plan’s tiny-home idea reaching an actual zoning change. None of the held sources establishes that any housing unit has yet been built under these measures.

Conservation and public access

Against the pattern of private shoreline subdivision, the held record also documents deliberate public and conservation acquisition. The most fully documented case is Iron Ore Bay: on March 15, 1984, voters in both townships approved, by wide margins (St. James 88-13, Peaine 78-18), a joint purchase of 572 feet of Iron Ore Bay beach frontage, more than 20 acres, and Iron Ore Creek for $48,500, creating what the 2024-2028 Peaine Recreation Plan later lists as the Iron Ore Bay Public Access — found in a 2023 resident survey to be the township’s most-visited park facility and the one most wanted improved.

Conservation land has also come directly from subdivision property. In October 1991, Walker and Grace Hill donated three Port St. James subdivision lots to the Little Traverse Conservancy for evaluation as a nature preserve or a fundraising asset for other conservation work — a private-to-nonprofit transfer inside the same subdivision described above. St. James Township separately holds Gull Harbor Natural Area on the Island’s northeast coast, a coastal-wetland site whose acreage is given differently by two held sources (14 acres in the Master Plan, 25 in PAD-US) and whose boundary and acquisition history remain unresolved.

The forum also records a September 2021 recommendation for the Little Traverse Conservancy trail app. It is useful evidence that residents and visitors used digital trail information, but it does not establish the app’s completeness, current functionality, trail conditions, or legal access status. 1

The Master Plan and the Housing Market Analysis are both interested documents: the Plan was adopted to justify its own future land-use and zoning recommendations, and the Analysis was commissioned specifically to build a case for a housing development. Their factual data — census tabulations, tax-assessor classes, building-permit counts — is treated here as reported fact with its source named; their recommendations and framing (“the most striking issue,” proposed unit counts and rents) are attributed to those documents, not adopted as this article’s own conclusions.

The Master Plan’s Table 4.1 tax-class figures describe assessed categories for the whole archipelago’s tax roll, not a literal ownership map, and the Plan itself cautions that class codes are assigned per parcel rather than per acre of actual use. The DNR-parcel and PAD-US area figures above were computed for this article by intersecting or clipping each layer against Beaver Island’s OSM-derived outline in EPSG:3078; they describe two independently retrieved snapshots (dated 2026-08-02 and 2026-07-29 respectively) of state and NGO land-management data, not a survey, and are not a complete private-ownership inventory. County parcel mailing-address data does not establish residency or occupancy, only where a tax bill is sent. Named private property owners appear in several held primary sources (Charlevoix Courier tax rolls, developer correspondence); this article reports only public acts — recorded votes, zoning actions, and one newspaper-reported donation — not a compilation of private holdings.

Open questions
