Summary
The Beaver Island Waste Management Committee is a Township-connected body attested in approved St. James records. The Board approved the Committee’s FY2024/25 Transfer Station/Recycle Center budget and later appointed a Township representative to it.
A 2019 final-draft structure document describes a proposed seven-member body: two appointed members from each township, three Island at-large members, and a non-voting Transfer Station Manager. It proposes responsibilities for service, personnel recommendations, policy, budgeting, education, incident review, and long-range planning, with Township Board approval retained for the budget and larger expenditures.
Evidence and limits
The 2019 document is explicitly a final draft and its Township Board acceptance lines are blank. It is evidence of a proposed structure and authority model, not the Committee’s founding instrument, Board acceptance, full membership, effective authority, facility ownership, complete finances, staffing, operations, or waste-management outcomes. The later records establish particular budget and representative actions, not all of those missing facts.

- The held final draft proposes two appointed members from each Township, three at-large members, and a non-voting Transfer Station Manager; it describes proposed responsibilities and financial thresholds.
