Summary

The Beaver Island Association (BIA) is a community organization on Beaver Island. In the held record its most substantial documented role is as the grant-holding vehicle for a community-owned broadband project: it is the body that holds an Office of Regional Prosperity broadband development grant, with both island townships lending it money against the reimbursement.

The 2025 broadband bridge loans

The boards of St. James and Peaine townships met jointly at Peaine Township Hall on 5 May 2025 — St. James represented by McDonough, Gillespie, Peirano and Welke, Peaine by Cary, Martin, Stebbins and Dal Pra, one member absent from each. The joint form matters: neither township can commit the other, so an island-wide action of this kind appears in the record twice, as two separately moved, separately seconded and separately roll-called motions in identical words. Reading only one board’s minutes would show half the money. Kevin Boyle, a member of the Joint Telecommunications Advisory Committee and of the BIA Broadband Team, presented on getting fibre to homes. Each board then passed the same motion in its own name:

…to authorize a no-interest loan in the amount of $21,500 to the Beaver Island Association (BIA) to cover half of their Office of Regional Prosperity (ORP) Broadband Development grant project payments with repayment by BIA to [the] Township once ORP provides BIA reimbursement.

Both carried on roll call with every member present voting yes — so $43,000 in matching no-interest bridge loans, St. James’s share drawn from its Reserve Fund. The structure is worth being precise about: the townships are not funding broadband. They are covering BIA’s cash flow until a state grant reimburses it, which is why the money is a loan, carries no interest, and is repayable on reimbursement rather than on a date.

The same meeting produced two further actions, each moved separately by each board. Both boards resolved “to respectfully request that the Beaver Island Association host, with one member of the Joint Telecommunications Advisory Committee (JTAC), a community forum regarding this Community-owned Broadband Network Proposal”, with the JTAC member to report back. And both voted to contribute $500 annually to join the American Association for Public Broadband for its advice and advocacy on community-owned systems. Public comment was minuted as supportive; the meeting adjourned at 7:14 pm.

Evidence and limits

Nearly everything above comes from one document: the approved minutes of a single joint special meeting. That establishes what the two boards decided on 5 May 2025 and the role they assigned BIA. It does not establish the Association’s founding, legal form, membership, officers, finances, or any other activity, and it does not establish that the ORP grant was awarded on the terms described, that reimbursement followed, that the loans were repaid, that the forum was held, or that any fibre was laid.
