Summary

The Beaver Island Emergency Services Authority (ESA) is the body through which St. James and Peaine townships fund and staff emergency medical service on Beaver Island. It is attested here in the two townships’ own approved minutes rather than in any founding instrument: both boards appoint members to it, and at least one approves its budget, which is what the held record shows and the limit of what it shows.

What the approved records establish

A millage, in one township, in 2016. WVBI’s election report of 9 November 2016 records that “the EMS ballot proposal in St. James won by a landslide with 181 votes in favor and 44 against.” That is a St. James result — see St. James Township voters approve the Beaver Island EMS millage proposal, 2016 — and it is not evidence of an island-wide vote. Peaine’s own EMS millage question comes a decade later, in its 2026 ballot resolution.

A standing item on the township agendas. St. James’s agenda of 10 August 2022 lists the Authority among five “Island Committee Updates” the board takes — alongside the Airport Commission, the Rural Health Center, Telecommunications and Waste Management — and its agenda of 14 June 2023 lists it as one of three standing “Liaison Areas”. The Authority is therefore a body the township receives reports from, not a township department.

Two kinds of seat. The Peaine minutes distinguish them explicitly. On 4 March 2025 the board moved “to reappoint Vicki Smith as the Peaine Township Board of Trustees representative on the Beaver Island Emergency Services Authority”, and repeated that reappointment on 16 June 2026. Separately, on 27 March 2025 it reappointed Brad Grassmick “to the Board of the Beaver Island Emergency Services Authority”, and on 20 May 2025 reappointed John Works “as a board member”. So Peaine seats a township representative and ordinary board members — a structure the held record shows without explaining.

St. James does the same, and approves a budget. Its approved special-meeting minutes of 30 March 2024 record: “Moved by Gillespie, supported by McDonough to approve the FY24/25 Budget for the Emergency Services Authority. Motion Carried-Unanimous”, and then “Moved by Gillespie, supported by Fingeroot to reappoint Tim McDonough to the ESA Board.” The same meeting approved the FY24/25 budget for the Beaver Island Municipal Airport, which is the other body the two townships share in this way.

Read together, the Authority’s shape as the record has it is a joint concern of the two townships, seating members from each, reporting to both, and funded through their budgets — on an island where the same two boards also share an airport, a health centre and a fire department. Evidence and limits

Everything above comes from approved minutes and one contemporaneous news report. The held records establish dated township interactions with the Authority and two named reappointments. They do not establish its founding instrument, the statute or interlocal agreement it is constituted under, its governing powers, its full membership or the length of terms, its complete budget, its staffing, its medical-service operations, or any outcome of those operations.

Three cautions in particular. Every appointment recorded here is a reappointment, so each implies earlier service this archive has not traced and none of them dates anyone’s first term. A budget approved by one township is not the Authority’s whole budget: the minutes show St. James acting on a figure, not the Authority’s accounts. And the distinction between a “Township Board representative” and a “board member” is visible in the wording of the motions but is nowhere defined in the held record.
