What this adds
MNFI Report 2019-13 is the missing historical bridge between the sparse Fox Island record and the later EGLE mapped-dune work. It was prepared for EGLE’s Water Resources Division to prioritize field surveys on North Fox and South Fox. The report used aerial-photo interpretation, prior-survey review, published research, MiFI wall-to-wall vegetation mapping, LiDAR, and GIS delineation of candidate natural-community targets.
The scoring framework combined natural-community rarity, inferred ecological integrity, and the time since the last survey. This is useful because it makes the report’s “priority” language reproducible: priority was not simply a visual judgment, and candidate polygons are not equivalent to confirmed occurrences.
North Fox Island: historical baseline
The report lists three known natural-community element occurrences on North Fox, all last visited in 1986:

MNFI also identified two potential high-quality polygons totaling 20 acres, representing open dunes and sand-and-gravel beach. Its top priorities were to revisit the three old EOs and investigate those shoreline communities through ground surveys and current imagery.
The 6073 identifier is preserved exactly as printed. The later North Fox EGLE report uses a conflicting boreal-forest identifier in one part of its text; the project keeps that discrepancy visible until the underlying occurrence records are reconciled.
South Fox Island: historical baseline
The report lists four known South Fox natural-community EOs:

MNFI identified seven potential high-quality polygons totaling 112 acres. It recommended updating the boreal forest, mesic northern forest, and open-dune occurrences; expanding the mapped open-dune and boreal-forest acreage; and field-checking potential Great Lakes barrens, interdunal wetlands, and clay bluffs within open dunes.
This is an important ecological connection: South Fox’s landscape is not just “forest plus beach.” The report treats perched/open dune systems, forest, barrens, wetlands, and clay-bluff processes as a connected survey problem.
How it joins the later Fox evidence
The 2019 report is a historical-prioritization layer. The later EGLE reports provide more recent mapped-dune descriptions and 2021 field observations for North and South Fox, including boreal and mesic forest, open dunes, wetlands, shoreline communities, tree ages, soils, and wildlife functions. They should be compared in sequence:
- 2019: known EOs, old survey dates, candidate communities, and priority logic.
- 2021/2026 EGLE: newer mapped-dune and natural-community evidence for selected complexes, not necessarily a replacement for the full-island MNFI EO table.
- Current raster and observation layers: land cover, canopy, soils, geology, and public wildlife observations, each with its own coverage limits.
The report’s 2019 statement that neither Fox Island had a systematic recent natural-community survey is therefore retained as a dated data-gap record, not as a claim about current absence of ecological information.
Mapping limits
The held PDF contains target photographs and narrative acreage but no public coordinate-bearing GIS layer for the candidate polygons. The generated index therefore emits no inferred point or polygon geometry. This prevents a candidate target from being mistaken for a confirmed occurrence boundary or a parcel.
The next GIS step is to obtain an authorized MNFI/MiFI occurrence or stand layer, then reconcile EO IDs and survey dates against the 2019 table and the 2026 EGLE records. Until then, the report is map-connected through island reference geographies and page-level provenance rather than fabricated coordinates.
