Summary

Vivian H. Visscher, a retired registered nurse who moved to Beaver Island in 1961, served as Saint James Township Clerk from 1973 until her death, chaired the Beaver Island Medical Board and Medical Center Board, sat on the Charlevoix County Planning Commission, and for years organized the Medical Auxiliary’s summer fundraising luncheons.1234 The Beaver Beacon remembered her as someone who “could get things done faster than others could write them down.”3 She died 12 May 1990 at the Little Traverse Division of Northern Michigan Hospitals, at 76, and was buried the next day at Beaver Island Cemetery.4 She gave her home to the Western Michigan Episcopal Diocese as housing for visiting clergy, a gift still noted in the parish’s affairs years after her death.56

History

Visscher was filling out Mary Minor’s remaining term as township clerk when the Beacon reported the change in November 1973,1 and she was elected to full terms in the office through the 1970s and 1980s, a tenure her 1990 tribute totals at 17 years under supervisors Bud McDonough, Jim Janda, John Gillespie and Ron Wojan.274 Township board minutes from 1983 through 1989 show her handling the routine business of St. James Township: in October and November 1983 she reported to the board on a federal grant application for Phase II of the Fire Station construction contract, giving the odds she had been quoted in Lansing as 1 in 13, and that December she read into the record letters the board had directed her to send the County Board of Road Commissioners and the state Aeronautics Commission.8910 By July 1985 she had compiled the data needed to set that year’s tax levies and, as the township’s representative to the Medical Center Board, reported on progress replacing Dr. Siudara, who had resigned effective 1 July 1985; the same July 1985 meeting had her asking the board’s opinion on a proposal that St. James join other Charlevoix County townships in a joint street-sign program.11 She continued handling road relocations, the county deputy sheriff’s office and posting, assessing contracts, and, especially in her final years of recorded service, the island’s first solid-waste transfer station, for which she corresponded with county planners and state officials through 1989.12 She broke ground for the new Beaver Island Library on October 11, 1988, and presented it a state legislative plaque at its September 1989 dedication.1314

Visscher’s civic work ran well beyond the township office. She was a director of the Beaver Island Medical Auxiliary by September 1979, and through the late 1970s chaired its summer fundraising luncheons at the Circle “M” Lodge — three luncheons a year that netted the Auxiliary $520 in 1979 alone, later spent on Medical Center equipment and a hospital bed.15161718 In January 1982 she was working with Dr. Miller and summer-resident Dr. Allen on donated dental-office equipment as part of an island effort to recruit a resident dentist.19 She was president of the Beaver Island Medical Board following its 1981 reorganization, a role the Beacon later folded into a 1997 recollection of her as chair of the Medical Center Board, “also Registered Nurse, Township Clerk, political leader, and self-appointed guardian of the Islanders’ welfare.”203

She was active in St. James Episcopal Mission affairs, and gave her home in life-lease to the Western Michigan Episcopal Diocese for visiting summer clergy.21 She died 12 May 1990 at the Little Traverse Division of Northern Michigan Hospitals, aged 76 – placing her birth in 1913 or 1914 – and was buried the following day at Beaver Island Cemetery, with Rev. Lander Carter officiating.4 By July 1990 a separate Beacon item referred to “the late Vivian Visscher,” reporting that her property was to be returned to the Diocese and removed from the tax rolls and that her Planning Committee and Zoning Board of Appeals seats needed filling.5 That December, Larry Sullivan asked the Charlevoix County Planning Commission to appoint Lis Clapham to the county seat Visscher’s death had left vacant; by November 1991 the St. James Township Planning Commission was discussing Clapham’s view that the commission “was not very functional” since Visscher’s death.2223 The Beaver Island Library recorded two book donations made in her memory in April 1991.24 A 1993 report on a visiting bishop’s stay in the Vicarage she had willed to the Mission and Diocese recalled her for “active participation in community, political and church affairs.”6

Significance

Visscher held elected township office, a county planning-commission seat, and the presidency of the island’s medical governing board simultaneously for much of the 1980s, while also running the Medical Auxiliary’s principal fundraising events – a concentration of civic responsibility in one person that a fellow board member’s 1991 remark, that the Planning Commission “was not very functional” after her death, treats as load-bearing rather than ceremonial. Her 1990 tribute credits her working “closely with officials on the Island and off in fighting each cause,” and states she was “as well known and respected by those on the mainland as she was here” – a description the held record corroborates directly: her own township minutes show her corresponding with federal, state and county offices in Lansing and Charlevoix on the fire station grant, the solid-waste transfer station, and the county road and aeronautics authorities, not only running island meetings.

Evidence and limits

Her exact death date, burial place, nursing background and county planning-commission service all come from a single substantial source: the May 1990 Beacon tribute and death notice, which corrects and extends what an earlier draft of this article inferred only from a gap between an October 1989 board-activity report and a July 1990 property notice calling her “the late Vivian Visscher.” Her birth year is not stated directly and is calculated here from her reported age at death (76 on 12 May 1990), which fixes it to 1913 or 1914 depending on her exact birth date; no source read here gives that date. Her registered-nurse credential and “political leader” characterization are corroborated between the 1990 tribute and a 1997 retrospective, not a personnel or licensing record.
