Summary

The November 2012 through September 2013 Beaver Beacon issues explain that the Natural Resources and Economic Sustainability Committee developed a comprehensive Beaver Archipelago natural-resource management plan. After a 45-day comment period and 520 reported viewings, the June 29 committee meeting revised the final draft, glossary, appendices, and Letter of Conveyance. The August issue reported submission of the 43-page recommendations; the September issue reports unanimous township approval or acceptance and discussion of implementation and a future NRESC mandate.

Evidence limits

The articles establish township approval or acceptance as reported in September, but do not establish implementation of the recommendations or completion of a new NRESC mandate.

  1. The committee's signed press release, unanimously adopted October 13, explains its township-created mandate, stakeholder composition, spring and summer forums involving about 150 people, consensus process, and expected 2013 draft-plan timeline. It is strong first-party evidence of the process as described by NRESC, but not proof of attendance totals beyond the committee's report or of final adoption.
